What sort of leader goes to an election trumpeting a policy that will benefit virtually nobody except another round of bureaucrats until 2019? (And incidentally manages to upset the disability community along the way)

Answer: the same kind of leader that tries to convince a hopefully gullible electorate that there will be any substantial amount of money - not that that will solve the education problems - forthcoming under Gonski in a similar timeframe.
But who gives a Gonski!
