State Gov's (especially VIC & QLD) have been crying poor since year dot, guards probably have quota's.

Besides he probably asked Mr hicks to remove his feet & was given attitude.

An adult who thinks it's OK to put their feet up on the seat on public transport needs to learn some hard lessons, fast.
