The Pakistan ISI should get some of the credit for this, The ISI trained about 83,000 Afghan Mujahideen between 1983-1997 and dispatched them into Afghanistan.

The Saudis,Pakistan and Qatar were the only countries who recognised the Taliban as a legitimate government.

And the USA was financially and militarily supporting the Pakastani military regime

The USA has always been keen on supporting democracy and freedom everywhere they go
