I like the idea - however this is what puts me off:

..."live out the rest of their lives on another world - or, to be, exact, within 200 square meters of combined interior space and on a swath of barren planet accessible only when clad in a protective suit."

Over 200,000 'idiots' have applied so far.  I have to wonder though, when the time comes, how many would have a change of mind.  The idea might sound exciting, but reality is "good bye life"... I read one guy saying "what a way to be remembered"  - almost like it's his legacy to life.

Decontamination would have to be pretty elaborate. It would probably involve showering with the pressure suit on. Magnesium perchlorate is not very good for the lungs.
