Well, no that's not true. The attack by the 4 Arab armies (Egypt, Syria, Transjordan and Iraq) took place the day AFTER the State of Israel was declared. So the 1948 Arab-Israeli War did involve the country of Israel.

Oh, and the British Mandate was scheduled to end on the same day that the Arab armies attack, 15th of May 1948.
