In secular and Christian jurisdictions it is a crime. There is no possible excuse based on Christian doctrine or secular reasoning. There is no Christian or secular defence for marrying 9-13 year old girls simply because she has menstruated.

Under sharia law, on the other hand, there is a very strong religious justification for it, based on the example Mohammed set. Under sharia you could not make a law that contradicts Mohammed's example - see Saudi Arabia, Yemen, places where the Talibs are in charge.

Therefore there is no Muslim who actually condemns Mohammed's example of having sex with a 9 year old wife, as long as she has bled. This is what Gandalf himself was tapdancing around.

They will not be able to say that Mohammed's example was wrong.

Not very rigorously enforced, if at all. Very importantly, the reflex towards sharia is gaining ground everywhere rather than the colonial inheritance of European law (which sets age limits on grounds alien to Islamic tradition and specific religious examples set by Mohammed.
This is why the 'Arab Spring' brings out the drafting of all sorts of sharia-inspired laws to replace the despised European/Western ones they see as the cause of all their troubles.
