it went THRU the van allen belts not stay in it. It also went thru the thinnest parts. Dr van Allen himself explained that.

You don't seem to understand that the danger from radiation is ACCUMULATIVE and dependant on on how long you are in it. Also, the best defence against alpha particle radiation is polypropylne sheeting - plastic. it is how the ISS protects aginst it since it grazes the belts.
