How did Richard Branson start out?,By identifying a need and filling it. He still does, saw a great story on him on the ABC recently.

Easy - convert the whole shebang into 'waterside' property for the likes of Andrei to buy up for a song, cash up the current residents, and they can retire to the country with cash in the bank.
