Just for dumbsmithy:

Lt Gen Campbell was chosen because of his experience. He was commander of Australian military operations in the Middle East and served in East Timor. He has also served as Deputy National Security Adviser. In short, he was chosen because he has the experience and gets things done. Whether there is another Naval officer who has similar experience, who knows? But clearly he was chosen because he has the experience for this type of operation.
