Actually no, the Saudis and Yemenis currently have no age restriction. This draft bill restricts age to 9 and over.

This draft law in Iraq, sounds very similar to what Mohammed Morsi and the Muslim Brotherhood had planned in Egypt too ?

If they bleed, they can marry [...i.e. as soon as a young girl begins to bleed, she can lawfully marry a moslem man of any age].
