Well, it does nothing to refute the claim that most muslims oppose child marriage. Keeping in mind this law has been failing to get through the parliament for over 10 years, and its likely this latest effort will also fail. The report notes powerful secular opposition to the laws - and since they have so far succeeded in blocking a 10 year campaign, its pretty clear that they are indeed quite powerful. One could conclude from this that the forces attempting to push this law through represent a minority of Iraqis, and the secular forces blocking it represent the majority. Or in other words, a microcosm of the exact claim you attribute to me.
It was probably human rights groups and the Americans telling the Iraqis that child marriage is not on, muslims claim it is a puppet government so what do you expect from their masters.
Ayatollah Khomeni reduced the age for girls to get married after the Islamic revolution, The Taliban also brought back child marriage when they ruled Afghanistan.
We have Iran-Afghanistan (Taliban)-Iraq all reducing or wanting to reduce the age of marriage for children and all ruled by bearded nutjobs.
If you read the link it the OP it says the law was approved by parliament.
The secular opposition is not powerful, i suggest you look up the definition of secularism in a dictionary instead of listening to your Imam's definition of it.
Atheism is growing in Iraq, they are ditching their belief in the bullshit barfed up by a 7th century desert bandit.
Atheists would object to old fashioned religious laws from dusty old books from the dark ages.
