I can't find anything that explains the four year time gap between the time of the alleged offences in 2009 and the investigation in 2013.

Anyone??????

No it won't. No taxi driver, convicted of an offence like this, will have access to a Cab.

And this assurance comes from you personally or is this a broadly known fact? Can you guarantee that a company doesn't brake any rules/ or doesn't do thorough police check???
For instance, the company might be owned by a mohammedan believer, who doesn't see this as a problem and is legally able to initiate taxi business, then goes ahead hiring all these... taxi drviers
