The Libs have no mandate on things they didn't promise. They actually promised to keep health and education funding at the current levels. They also promised "not to touch pensions".

The Libs have a mandate to enact these policies, and the opposition has a mandate to hold them to their word.

The mandate argument does, however, apply to the carbon tax. This was an ironclad promise by the Libs.

At the point that she agreed with the greens proposal to introduce a fixed carbon price I do not believe that she believed it was a tax. When she said no Tax I  was thinking that she meant Tony Abbotts tax proposal which she did in fact rule out.

The fixed carbon price is in fact a tax and she did in fact break her commitment because of the way it was implemented, what she said pre election was stupid. Though it is also a fact that she did later state that she would introduce a carbon price mechanism that term if possible.

I always agreed that their was no mandate for the fixed carbon price.

In terms of it being a lie I do not believe it was deliberate as was the Howard GST lie or any of the 15 or more Abbott budget lies. But of course you have no problem at all with the Abbott lies now do you.

Wow, still with the GST lie? You know Howard was originally against it and then down the track said he'd introduce one if re-elected. He won the election and kept his promise. No lies, just a change of mind that he took to an election. Gillard lied to save her job, simple as that. You cannot spin your way out of that.
