I wholeheartedly condemn it.

I'm not without compassion but we simply need to stop these people.
You do it by preventing the country being attractive.

You imprison them immediately.
You do not process their claim for a minimum of 2 years.
You prevent their family ever joining them.
You restrict their right to work.
You prevent them ever being able to become a perm resident.
You send them back immediately when their country is termed safe.

Watch them go elsewhere.
You can't stop the push factors so you respond to the pull.
