That is, the cease-fire must allow Hamas to rebuild its arsenal of death and destruction quickly, with US political and financial support.

Not only are there no takers for Obama's "peace plan" in Israel, there are no takers for it in Cairo, Amman or Riyadh either.

Nobody in the Middle East wants to be the next Labia or Syria or Iraq and support for Hamas would be a recipe for just that, spreading instability and terrorism beyond Gaza.
SO Egypt, Jordan, the Saudis are standing with... er... Israel. Even Iran is quiet probably because ISIS is a much more immediate and proximate threat to its interests. The Hamas terrorists and the Islamic Jihadists, once again, overplayed their hands.

Apart from bombing the tunnels and the weapons arsenals located in residential neighbourhoods, I believe Israel may now be hoping that the number of fatalities among the civilian population may see them insist that Hamas no longer have a military presence in the Gaza Strip.

After all, why do they need a militia in Gaza except to fire rockets at Israeli civilian targets.

You can destroy the entrance but a new entrance could be made.

Easy, daisy chain explosive charges along the length of the tunnel and collapse it. I imagine that is why the Israelis are leaving, they have copped a media hit but done the job of destroying a lot of tunnels. And of course Hamas will start digging again.
