The weazel words are ~ help facilitate ~ (which could mean he will get down on his knees and pray) and ~  could not confirm a timeframe in which the Russian president would act. ~ which could mean he does not know when his fairy in the sky will act.

Bishop is still trying to delude herself and all Australians it crashed in Russia, she cant shatter her delusions by even thinking there is a Country called Ukraine, let alone seeking its help.
