I haven't tried a dedicated proxy, but I do often use TOR.
With TOR, I can post here with no problems (or could, last time I did so).
But I did try, as a test, to see if I could create an account using TOR.
It was a no-go.
So, intentionally or not, you couldn't use TOR to set up a sock if you'd been banned.
Of course, things change, and that may no longer be the case.
EDIT: Posting this while using TOR, seems to be working fine.
But TOR, by its nature, is slower than a 'straight' connection, so that combined with the slowness that everyone's going crook about, makes it VERY painful to use.
