Partnerships Victoria guidelines show that for all major public-private partnership projects, the Government must reveal contracts within 90 days of “financial close” — when a deal is deemed secure and money from lenders can flow.

The EWL contracts reached financial close in October.

The Herald Sun understands that the consortium contracted to build the $6.8 billion project, East West Connect, and the Napthine Government had agreed on releasing a version of the documents after the November poll.

Mr Andrews had also promised to release the contract, after revealing he planned to scrap the 6.6km road.

But since December when Mr Andrews released the project business case, the Premier has stalled on his pledge to release all other documents.

Negotiations over his plan to break the contract have also stagnated, with the financiers pushing for more than $1 billion in compensation.

Shadow Treasurer Michael O’Brien said Mr Andrews had promised to release the contract a week after the election. “He should release the contracts today”.

"I think Tony Abbott is living through the consequences of breaking your promises and I will never provide that sort of leadership, because it's no leadership at all," Andrews told an audience of 100 undecided voters at a debate in Frankston, days out from November's poll. "That's my commitment, that's my bond and that's your choice."
