where many criminals are present within a population of people, and where the criminals are indistinguishable [from others] within that population of people.
It can never be practical
or responsible, for any governing authority, to extend freedoms to a whole population of people, where the criminals are [in effect,
and in fact!] indistinguishable from others, within a population of people.
Why so ?Because, by definition, the
criminals within a population of people, will always [eventually] choose to abuse the freedoms which they have access to [...
and thereby, bringing harm to themselves and to others].
IMO, criminal behaviour is the 'expression' [i.e. the proof!] of insanity, in an individual.
IMO, criminal behaviour 'expresses' a mental pathology, in the psyche of those human beings who choose to engage in it..
