It is possible to speculate that pedophilia was so endemic in the establishment that it created a huge security risk from blackmail by foreign powers and that to counter this the establishment set up processes to protect all pedophiles to give the pedophiles in power the confidence they would not be exposed or prosecuted.
This would have required involvement of the highest level at least up to the Prime Minister and possibly even the royal family if Lord Mountbatten was also a pedophile.
The effect of the non-prosecution of pedophiles is that collateral damage can be prevented if a pedophile remote from the establishment high fliers is caught and if he can be prevented from naming others by immunity from prosecution. This prevents a trail from pedophiles to other pedophiles.
The whole UK establishment system, including the government, police, judiciary, MI-5/MI-6, military and public service is implicated and is corrupt beyond redemption.
Exactly as I have speculated above. A brothel owner received immunity when her prosecution would expose Edward Heath.
You can bet the sticky fingers of the Worshipful Masters of Freemasonry is implicated in UK establishment corruption.

The Daily Telegraph reported tonight that Forde has twice been jailed for operating as a madame out of her terraced property in Salisbury where Heath lived after leaving office.
Despite apparently avoiding prosecution in the 1990s, she was convicted of running a brothel full of underage girls from the property in 1995.
During her trial, Winchester Crown Court, heard she trained runaway children as call girls and often picked up youngsters who were in the care system.
After getting out of prison, she was once again arrested on suspicion of running a brothel and pleaded guilty to inciting prostitution and perverting the course of justice in 2009. She was sentenced to five years in prison.

Speaking from her home in London today Forde’s sister, Mia Pablico, said she did not know where she was now living, but said she “knew a lot of politicians”.
Asked if she ever mentioned the name Ted Heath, she said: “That’s not for me to say. You’d have to ask her.”
She added: “I know what she did in Salisbury and she knew a lot of politicians and celebrities because of it.”
It is understood Forde moved out of her home in Kilburn a couple of weeks ago.
