I'm not sure of the proper procedure nowadays. That's why I post it here, so that when I do find out I have the posts collected together in one place. It also allows others to review the material and discuss whether it is actionable.

This poster is not making a positive contribution to the Forum. He doesn't engage in debate at all, just pastes copyrighted articles verbatim (potentially in breach of the Copyright Act), along with quite puerile stuff with these posts to troll everyone else and then engages in offtopic trolling and personal attacks against other posters.

If you want to see more personal abuse by this poster, just take a look at the last 25 posts at any time. About half of them would be abuse.
