There are two standard definitions of terrorism, leftards, as below.

The FBI clarifies:

"...committed against persons or property to intimidate or coerce a government, the civilian population or any segment thereof in furtherance of political or social objectives.”

A quick Allah Uakbar does not necessarily define a terrorist act. The CIA definition requires a terrorist network, or plot. For the CIA, lone gunmen don't cut it.

For the FBI, lone gunmen do cut it, but they must be acting to further a cause.
