It was admirable of Scipione to announce, without hesitation as soon as the facts came to hand, that the attack was political terrorism. It leaves no doubt as to the young guy's motivation

But why didn't the brother of this 15 y/o ring the police to report something suspicious ? he was quick enough to call the police after the attack. The brother could have prevented that senseless crime just by making a phone call

A news report has it that the 15 y/o got the gun from someone in the mosque. So another task for the police would be to take their shoes off and check through these mosques a few times a day

They need to investigate this incident thoroughly or not at all.

In law, the motivations for your actions are crucial for determining guilt.  Motivation is the difference between  manslaughter and murder, for example.

You would be giving an explanation as to why I committed the murder. i.e an excuse.

"excuse: a reason or explanation given to justify a fault or offence."

"Peccer killed the guy because he was greedy, and he wanted his money".

Similarly, by apportioning blame to Islam for certain murders you are offering an explanation (excuse) for that criminal act.
