Police
decided not to go further due to insufficient evidence.

Police do not say “innocent” they look for evidence and if none os found that is what they say. Courts can declare someone innocent of whatever charge they were indicted for.


So then the truth is that Gordon wasn't "cleared". There's just not enough evidence to secure a conviction.

Correct.  There was not enough evidence to suggest he was guilty of any offence. He was not charged, not convicted.  Ergo, in our system of justice,  he is an innocent man.
