That's not the same as being cleared of the allegations. It means just what it says - there isn't enough evidence to mount a prosecution. It doesn't necessarily mean he's innocent. I don't know enough about his situation to say much more on it other than this.

Police do not say “innocent” they look for evidence and if none os found that is what they say. Courts can declare someone innocent of whatever charge they were indicted for.

So then the truth is that Gordon wasn't "cleared". There's just not enough evidence to secure a conviction.
