An interesting conundrum.  I think there needs to be a minimum set expectation for house upkeep.  While I don't agree with air conditioning being a set minimum, at the very least I think part of the rental agreement should be a disclosure of what maintenance was performed on the property within the last 24 months.  I've had cases where problems with a property were hidden.  For instance, a case of a property I rented in the summer time that ended up having a big draft problem in the winter, with mould constantly being an issue.  The landlord advised they are aware of the issue, and as a result advised they had a dehumidifier in the property that I was to use; somehow it was expected I had to increase my electricity bill to keep their property well maintained because fixing the actual structure was deemed too expensive by the landlord.  Obviously i argued against this being my obligation and subsequently moved out.  Likewise, another property had internal
Leaking problems that they were aware of but hid from me during inspections and lease agreement. 

By providing a list of maintenance performed, or full disclosure, at least it gives the rentee the ability to make an appropriate decision that they are then bound by.

A lot of people are renters for a lot of different reasons.

Yep, it is high time that the "industry" attracted some regulation, that way the C$$ts currently calling the shots can fully experience what it is like to have other C**ts calling the shots...

It's only fair.

I am sure there are landlords who are fair, reasonably and provide good quality accommodation. However, they're not the reason there is a need for regulation, they will also be the knock on victims of the arsehole factor who have brought the rental sector into the spot light.

As a social organism we only really perceive the need for regulation when those who self regulate are seen to be inept, dishonest and disreputable. So, a minimum standard needs to be set.

The market is on the brink of demanding it, and we should all listen to the market.

Being a landlord is not an act of charity as many seem to think:

"I'm providing shelter to the poor etc etc!"

Those "poor" renters pay landlords for the use of their home and as such the landlord should keep the home in livable condition.
