MICHAEL BRISSENDEN: Kevin Rudd today announced a bold plan to invest $4.7 billion in a joint public/private partnership to build a broadband network that would double the speed in five years and bring broadband within reach of 98 per cent of the population.

MICHAEL BRISSENDEN: All the big telcos agree there needs to be a major investment, and they've been pushing their own schemes for some time. Telstra, though, wants to name its own price for what it charges rivals for use of its fibre rollout. The ACCC is resisting; Optus also has a plan. Labor's proposal would give open access to all. A Labor Government would maintain 50 per cent equity, funded by $2 billion of money already allocated in the communications fund and the remainder by using the Government's 17 per cent of Telstra shares that are still in the Future Fund. And there's the rub; the Government says Labor's plan is not so much a pathway to the future, but a raid on future prosperity. The Future Fund was established from surplus budgets and designed to pay for Commonwealth superannuation liabilities in the years ahead.
