Howard stopped it. They are flooding into the country because NZ and Australia have visa arrangements but get here and end up on the poverty line. That's one of the reasons they do so many crimes. These visa arrangements need to be amended.

No. It's because for years and years NZers were flooding into the country and hopping on to the dole. It was costing the economy a fortune. That's why Howard changed it. He changed citizenship rules also.
