*That section of the Code establishing the offence. 

It seems to present a sentencing Judge with only two options.  15 years of imprisonment, or anything/something short of imprisonment, and that is absurd, and surely could not be an intended outcome.

It's all soooo predictable, eh Bias? A couple of angry islanders go out with the intent on bashng some kid minding his own business.  The kid winds up  dead, bleeding from his ears on the footpath. Just a tragic accident they tell us. WTF happened to justice in this country?

I've never been in a Prison (other than briefly to see clients) but I reckon that 'bum' activity is an urban myth that people who've never been there just yank about.
