How many chances are enough?

So, he broke into a home bashed a woman to death with a hammer. Was out on parole for 10 months and attempted to rape and cut a woman's throat. She could very well have ended up dead too

Sentence: max 15 with a chance of parole after 11.
He'll be 60-65, plenty of agro left in him.

He's a Freemason. Unlucky to have served any jail time at all. Must have been extenuating circumstances like perpetrator trying to prevent the victim turning into a Scotsman.
