Yes - public servants sign a paper that says they will not divulge privileged information or suffer a penalty up to two years in prison. 1. These documents were leaked by nbn employees
2. They were published by several media outlets
3. These documents were not stolen
4. These documents aren't illegal, they are just cic - leaking an illegal document would be like leaking a defence white paper
