In that society, it was very important
socially that a woman remain a virgin until her marriage.
i.e.
If a young woman had a reputation as a fornicator, no decent man would want her as a wife.
Deuteronomy 22:28-29, is stating that if a man 'took' hold of a woman [i.e. if he forced her], and she was a woman who was still a virgin, and he was found 'with her',
then the law of Moses compelled the man to marry her.
Why so ?
Because the man had destroyed the reputation of that woman, in her society, because he had removed her virginity.
n.b. In such a case,
the virgin or her father could still reject the union, but, if the womans family did not object to marriage, then
the man would be compelled, by law, to marry her.

Lot, had been confronted by violent homosexuals [of his city] who wanted to defile, and rape Lot's guests.
Lot chose, to offer his two daughters, to the violent homosexuals [of his city] [so as to try to save his guests, from the mob of violent homosexuals].
That was a decision made by Lot, a man of his time.
Lot's decision to do that was not a part of God's law [given to Moses].
Lot's decision to do that, had no sanction in holy law.

Sisera was an enemy of the Israelite's, and he was
the captain of an enemy army.
In Judges 5:30 the mother of Sisera, is complaining,
"Where is my son, and where is the spoil of battle that he took."Judges 4:1
And the children of Israel again did evil in the sight of the LORD, when Ehud was dead.
2 And the LORD sold them into the hand of Jabin king of Canaan, that reigned in Hazor; the captain of whose host was
Sisera, which dwelt in Harosheth of the Gentiles.
Judges 5:28
The mother of Sisera looked out at a window, and cried through the lattice, Why is his chariot so long in coming? why tarry the wheels of his chariots?
29 Her wise ladies answered her, yea, she returned answer to herself,

Show me where rape is sanctioned
by God, or
