It depends on what you mean by racism and how you detect it. The extremely dark tribes of Melanesia traditionally believed they were superior to lighter tribes. I don't think it would be realistic to accuse them of mental health issues. In that case it is cultural, but mental health issues may cause accusations of racism when the accused is actually not concerned with race, but opposes the stupidity of religion. Such a reaction to the anti-religious, is a neurotic impulse when long held superstitions or even societal philosophies are challenged.
