No it is not. If the Cabbie does not want what is happening.....he stops the Cab, pauses the Meter.....asks for co-operation, and if he does not get it....he stops the Meter, the passenger pays, (or the Cops are summonsed at the push of one secret button in the Cab) and the passenger is ordered out, to make their own arrangements.......after paying while Cops are there.

And good luck then getting a Cab, because Cabbie would have immediately informed the Base that passenger was an arsehole...and other Cabs would have advance advice of what to expect if they took a job from the dick head who mistakenly thought the Cab was his to do what he liked in, despite a request from the Cabbie that they desist.

Simple as that.
