It appears from reports that the big issue is the 'wink-wink' from a State minister...

Downe at Ye Olde Water Deriver's Meeting:-

"Nah then, lads - yez are all on notice!  There's new rules coming in an' ya can't OFFICIALLY use that water unregulated.... sometimes that means your full allotment can't be used in the current crisis.....

Now I'm jest tellin' yez and I've done me job - what yez do on yer own time is yer own business... clear?"

Ordinary people get arrested every day -

yet these crooks are immune.
