In my day....you had no right to decline if the case was within your competence. People, even those alleged to have committed the most vile acts, still have rights and that includes competent legal representation to protect all their rights.

When they have been judicially found to have committed said acts,

then

they lose a plethora of rights. Until then, they have many rights including a right to the presumption of innocence.
