'To these would be opposed a militia amounting to near half a million of citizens with arms in their hands, officered by men chosen from among themselves, fighting for their common liberties, and united and conducted by governments possessing their affections and confidence.'
That is the opposite of individual liberty for personal shoot-outs. Or do you command a half million citizens to protect your house?
The state controlled its militia and taxes. Citizens now have that right. If you need home improvements, send a tax bill to your neighbours and they will pay you (or else you lock them up in your home jail).

Yes, it all depends on the people being armed; what good is a militia made up of unarmed people?

To 'bear arms' is different from 'own arms'.  bear  'Many senses are from the notion of "move onward by pressure." To bear down "proceed forcefully toward" (especially in nautical use) is from 1716.  The verb is attested from c. 1300 as "possess as an attribute or characteristic." The meaning "sustain without sinking" is from 1520s; to bear (something) in mind is from 1530s; the meaning "tend, be directed" (in a certain way) is from c. 1600. To bear up is from 1650s as "be firm, have fortitude."'

When militias bear arms, the source of the guns is not the point. The state can use private guns or pay for them from taxes, which was undeveloped at the 2nd Amendment of 1791, until 1796. They had the right without being infringed to bear militia arms. When the Kuranda Railway Qld was built 'Imagine the difficulty of digging these tunnels with just picks and shovels. To add to the hardships, the men had to supply their own tools if they wanted a job'.  You could insist on buying your own tools as a labourer today and tell the boss it's your right. (and to ride your horse on a freeway).

Usually the US supplies guns, tanks and ships to its servicemen. You could bring your private naval ship if you choose and its insured.
