It means arresting thousands of people is beyond the resource capability of the Mexican government. Mexico hoped they would become the problem of the US legal and welfare system.

Not hard to figure out son.

Trump threw a spanner in the works by repelling this invasion force and is making Mexico pay for their error.

The more it costs Mexico the less likely they will let them thru in the future. Might even mean Mexico will send some of their own bad hombres down to their Southern border to stop the invasion before it starts.
