No it's about RA searching their policy and finding they were not able to discriminate against him on religious grounds/views so they went to another section to find a clause that they could use to override the religious anti-discrimination clause to sack him. 

Took a good while too .... why wasn't that acted on straight away?

They didn't have to search anything, they put this clause into his contract specifically because it had happened before with Folau.  They knew exactly where it was.

And there was nothing wrong with how they reacted.

After being made aware of Folaus post they tried to contact him for several days to get his side of the story, but he refused to answer his phone. When they did eventually contact him they called a meeting to give him a chance to defend himself. Not satisfied with the result of that meeting, they sacked him.

I'd be more concerned if they did react straight away

I don't need to see the date, amounts or signatures. If that clause was in his contract, he fuqed up. I see no reason to doubt it was in there. Even Folau isn't making that claim.
