Well the ACT Police cars do look like Cadbury Chocolate Wrappers of Purple. They probably do all smoke and exhibit 'munchies' behaviour.
I wonder if ACT'ers need to wear a Lanyard with ID to grow and smoke their own? Everyone wears a Lanyard & ID in Canberra. Maybe the alternative ACT'ers have a barcode tattoo'd on the back of their necks?

cods i am no expert on this but you might be interested:

a few years ago a friend of mine was sentenced to 12 months of weekend detention. he explained to me that he had planted some seeds. he had been told that he should pull out and throw away the 'male' plants as its the 'females' that have 'buds' he was after. as it turned out he got 10 'females' and he kept all 10.

somehow the police found out and raided him for having a quantity - more than 2 - that they classified as 'trafficking'.
