The neighbour may have been on the way to work when they noticed

people tend to mind their own business when it comes to druggie neighbours

they probably didn't know how far the mother was away or when she had got home

it doesn't matter

the mother has killed these kids

not the neighbours not CPS. Angry

This is a very sad case.  Those poor little kids. So sad.
However.
1. How could a Mother leave 2 little kids in the car, and go inside and sleep?
2. Why didn't the neighbour/s (who apparently saw the children in the car", do something?
3. Why don't people "do something" BEFORE the event, rather than put flowers and teddy bears AFTER the event?

I take flowers to funerals as well... and if I lived nearby I would do the same here.....

to me its part of a grieving....how does anyone  express how shocked and sad they are........ two babies are dead.... I do not see any harm in it...it shows at least some people are shedding some tears.
