Mexico has agreed to accept the cost of their part of this undertaking, on their side of the border. So even though their funds aren't being used to directly pay for the Wall as such, those costs they are footing, is considered their contribution to the American Wall effort, & their financial undertaking in this matter is considered to be quite substantial.

Mexico tax was about 16%GDP or $160 bn. The Wall is about $20bn and easily payable without any more from Australia. The US is not bombing Mexico so there's a saving straight away.
