ISLAM teaches its followers, that those persons who reject ISLAM are sub-human [in the eyes of Allah], and therefore they can be killed,
i.e. the follower of ISLAM is not killing a human being [i.e. a moslem].

ISLAMIC law, those persons outside the ummah
have the status of cattle.
Those outside the ummah [non-moslems] can live,
while they are 'useful' to moslems, but they are not 'protected' [in law, ISLAMIC law].

Recep Tayyip Erdogan is a mainstream Islamic leader with a vision of a revived Ottoman Empire.
His declaration that
“Our God commands us to be violent to the kuffar” is in keeping with normative Islam, as pointed out in the article below.
But violence against the kuffar continues to be ignored as an aberration of Islam, thus giving the enemies of the West an advantage in their jihad against the kuffar.
Erdogan says: “Our God commands us to be violent towards the kuffar (infidels).
Who are we?
The ummah [nation] of Mohammed.So [God] also commands us to be merciful to each other.
So we will be merciful to each other.
And we will be violent to the kuffar.Like in Syria.”
That statement is based on this Qur’an verse:
“Muhammad is the Messenger of Allah; and those with him are forceful against the disbelievers, merciful among themselves.” (Qur’an 48:29)

And here is Al-Tabari, a very early Muslim historian, in book 9, chapter or section 69, reporting words that Muslims believe to have been said by Mohammed himself - "Killing infidels is a small matter to us".
These texts are not fossils from a distant past. They are not dead letters. They are still 'live' and carry tremendous weight in the imagination and practice of many Muslims around the world.
