Umm, if you pay for it, is it stealing? When I bought a 32 roll pack yesterday it didn't have anyone's name on it or a sign saying reserved for the elderly.

So, since you are telling the story, who does steal toilet paper from the elderly?

Nayib Bukele, president of El Salvador, denounced as "irresponsible" that they were allowed to board the plane along with other passengers and offered to send a plane to transport them without contact with other people, while the Mexican government claimed that there were no reasons to assume that they were positive for COVID-19. Eventually, the flight was canceled.

On 17 March, 11 new cases were confirmed, raising the national total to 93, with Campeche being the only state with no confirmed cases.[42] Mexico's limited response, including allowing a large concert and the women's soccer championship, as well as a lack of testing, have been criticized. Critics note that president López Obrador does not practice social distancing but continues to greet large crowds, and the borders have not been closed. Of particular concern is the health of thousands of migrants in temporary camps along the border with the United States. It's the Chinese who caused most of the panic buying in Sydney. 

One guy tried to sell a 20 pack of toilet paper on Gumtree for $2,000.   When he went to meet his 'buyer' he was met by a news crew and freaked out and ran off with he cameras behind him.

I hope these people are caught and have their hoard taken from them.

Having 2 weeks worth of supplies for your family is NOT hoarding!    It's common sense and what we have been advised to do.

Having you garage stacked floor to ceiling with toilet paper and your spare room looking like a mini mart is hoarding.
