The fairly open expanse of sand and water allows you to fit a lot of people into the photo, which deceives the easily-confused. If it was a parking lot, or a park with trees and hills etc, you would have a reference and would not be so easily confused.

Actually, the north end of the beach on the grass/BBQs where all the tourists drink was as packed as a nightclub.

'between groups on the beach' you say? And are the people in each of those 'groups' 2m apart. The fact that several have towels laying side by side suggests not.

Just because some journalist manages to capture a lot of people in a misleading photo does not make it a gathering.
