On a weekend there would be far fewer travelers on public transport than a week day.
The lifesavers with loud speakers
probably did it with cops standing behind them, the busses would have been packed.

I heard the Surf Clubs had already been closed.... so who were "the Life Savers"?
It looks as though there were at least two lifesavers on duty.
"Major Sydney beaches, including Bondi Beach, have been closed after thousands of people were photographed flouting social distancing advice aimed at slowing the spread of coronavirus.
Sydney's Waverley Council closed Bondi, Bronte and Tamarama beaches on Saturday afternoon, after New South Wales authorities announced lifeguards would now be directed to shut any beach where more than 500 people were gathered.
Announcing the new beach measures later on Saturday, NSW Police Minister David Elliot said Surf Life Saving organisations would now conduct head counts and close more beaches if they found more than 500 people.
If people did not comply with Surf Life Saving instructions, police would have the power to remove them, he said."
