Banning bathrooms because wet floors can cause slippage and the victim can be killed when he/she hits their head on a tap...
Handing down jail terms for jay walkers to deter people from jay walking because it might encourage others who might be killed because they jay walked under a bus...
Banning shoe laces because it they come undone while you're walking you might slip over and hit head on the pavement, suffer a brain hemorrhage, spend 3 weeks in a coma then die...
