I would not be in the least bit surprised if that were true.
I said a few months back that the world had already lost the battle with COVID-19 on the day the first infected person boarded a plane and left China.
We in Australia lost our battle the day the first infected person arrived in Australia which, according to this, was January 25th when an infected man returned to Victoria from Wuhan, China.

Too late, of course. Someone said recently that Australia does end up doing the right things to try and stop this virus but usually 2 weeks too late.
And, although the blame for the current situation in Victoria can be put on those slack "security guards", the ultimate blame should be placed on the Federal government for allowing 350,000+ citizens and permanent residents to return here after the borders were supposed to have been closed months ago.
And, Victoria is to blame for the slowly increasing number of infections in New South Wales by allowing 50,000+ Victorians to flee to NSW and even Queensland by giving 36 hours notice of the Melbourne/Mitchell Shire lockdown 3 weeks ago.
Something was finally done to stem the tide of all these "returning travellers" from overseas (reduced numbers allowed in, pay for their own quarantine, etc.). Even the airlines have (not deliberately, I'm sure) slowed the arrivals by wanting everyone to pay for business class fares.
Again, too little and too late.
I also wouldn't be surprised if our supposedly "COVID-19 free" Western Australia has had quite a few undetected cases over the past few months and probably has some undetected ones right now.
Oh, on the subject of WA, Clive Palmer's Federal Court case to get WA's border reopened starts today. I will be very surprised if he succeeds.
