The Australian state of Victoria has declared a state of disaster and imposed new lockdown measures after a surge in coronavirus infections.

Victorian Premier Daniel Andrews said the restrictions would come into effect on Sunday at 18:00 (09:00 BST).

Under the new rules, residents of the state capital Melbourne will be subject to a night-time curfew.

The city's stay-at-home order will be enhanced, giving residents fewer exemptions for leaving home.

Residents will not be allowed to travel further than 5 km (3.1 miles) from their home, exercise will be restricted to once a day, and one person will be able to go shopping for essentials at a time.

After early success in suppressing the virus, Australia has had fewer cases than many other countries, recording about 17,000 infections and 200 deaths.

But cases are rising rapidly in Victoria, accounting for many of Australia's new infections in recent weeks, promoting the return of lockdown restrictions in early July.

    Why did the virus re-emerge in Melbourne?

On Sunday, the state reported 671 new coronavirus cases and seven deaths. Those increases brought the totals to 11,557 infections and 123 deaths.

Mr Andrews said the lockdown measures introduced in the Victoria - Australia's most populous state - were working but too slowly.

"We must do more. We must go harder. It's the only way we'll get to the other side of this," Mr Andrews said at a news conference.

Mr Andrews said the changes to lockdown rules announced on Sunday will remain in place until at least 13 September.
What are the new restrictions?

Mr Andrews said Melbourne will move into stage-four restrictions on Sunday, placing further limits on the movement of people.

That will include a night-time curfew, which will be implemented across Melbourne from 20:00 to 05:00 from Sunday.

The only reasons for leaving home during these hours will be work, medical care or care-giving.

Melbourne residents will only be allowed to shop and exercise within 5 km of their home. Exercise outside of the home will only be allowed for one hour at a time.

Victoria has matched its deadliest day since the beginning of the pandemic with a further 13 coronavirus-related fatalities reported.

The state on Monday also confirmed 429 new infections from 25,000 tests.

The 13 deaths are a man in his 60s, two men and a woman in their 70s, two men in their 80s and five women and two men in their 90s.

Eight of those are related to outbreaks in aged care settings.

The state’s death toll is now 136 and the national tally 221.

I think Daniel Andrews is way out of control.

He didn’t even give an extra week for a chance for the compulsory masks to work.
In any case – in years from now I honestly believe that all
these lockdowns will be considered futile attempts to stop an airborne virus.
It cannot be stopped.

probably bobby.

they are absolutely betting the farm on some miracle vaccine.
if that doesnt eventuate, they are completely rooted.

but , just as an example.
my missus wanted to buy a few horse rugs tonight
she got onto her supplier from victoria who has told her they are now ordered to shutdown for 6 weeks and the lady is closing down the business.

the problem at the moment is that people arent feeling the pain and so they think this lockdown is a great idea.

it seems to be costing victoria about 4 billion a month.
you divide that by the population and its about $200/per person per week.

now they are propping up the dole and job keeper and job seeker but that $200 is the actual cost.

what andrews and scomo and all the other politicians should be telling people is

"citizens of australia, you can have your lockdown and we can keep you safe , but this is not without cost. so there will be a $200 tax surcharge on every citizen . this will come out of your wages or your welfare or your pension.  please think carefully about how long you want the lockdown to continue but thats the cost and we are unwilling to just pass that on to the nations c=grandchildren"

if they did that , if they were honest, i think 95 % of people would say

'we just have to get on with our lives becasue the price is too high".

now if this virus killed 10 % or 20 %, then , you bet i would be happy to pay that $200 a week.

but thats not the case and the price that you bobby and every citizen and their kids and grandkids are paying is too high.

and they will look back in a decade or two and say

"we shouldnt have done that.  the benefit was very very little and the cost was way too much"

if we get a 100 % effective vaccine in november, it was a price worth paying.  but what are the chances of that.

Sky News host Peta Credlin says given Victorians will be forced to live under something approaching house arrest for the next six weeks or more, then they are entitled to more transparency from their government.

“All along, Victorians have accepted that drastic measures might be needed to protect us from this disease, which, we know, puts vulnerable people are serious risk,” Ms Credlin said.

“We get that. And from the start, back in March, Victoria had the toughest and longest initial shutdowns.

“But clearly, none of that worked.”

It comes as Premier Daniel Andrews conceded it will take years for the Victoria's economy to recover from the pandemic, as the state government orders all "non-essential" businesses to shut down for a six-week period.

Premier Andrews said the new restrictions will mean an additional 250,000 Victorians being stood down from their jobs.

“When, other than in cities under martial law or enemy occupation, do you have a general curfew? Well, we do in Melbourne,” Ms Credlin said.

“To date, very little disease modelling has been publicly released and too much is on a 'trust me' base.

“Well I don't trust you Daniel Andrews, I don't trust your ministers and I am fast not trusting your experts either given they the same experts that have been advising you all the way along and look at the mess we're in tonight.

“From where I sit, this looks more and more like a political leader wanting to be seen to be doing something as everything else he's tried has only seen the numbers increase.”

We are one country except for Tasmania, my bet is we will all be in the same boat before long, NSW is teetering right now.
