I believe it was to prevent a mass exodus from Melbourne before the lockdown came into effect last Friday night.

We've seen this happen before with previous lockdowns, by locking down the entire State it makes it almost pointless for people to flee the city and go to other parts of the State.

The explanation we were given is that it was done to stop the virus being spread to other parts of Victoria and because of the swiftness of the lockdown they didn't have time to set up another "ring of steel" around Melbourne, apparently.
