Is not the fact that this kind of building is unacceptable here shown clearly by the government agencies that intervene time and again to prevent such things, or at the very least to shut the door after the horses have bolted?

You don't see that in Turkey where a cheaply built residential skyscraper will collapse ... or another rail bridge collapse in India kills thousands.... or an old Eastern Bloc building falls down ....
